Q: Can these be used on chalk painted surfaces, such as annie sloan paint or dixie belle paint to add highlights? then spray with a fixatif to seal?

My good guess is yes. But why not just use the paint to highlight? You'll have/create a different texture and visual texture with the oil pastel.
