Q: I plan to use it to replace an existing pump. Whatis the "tall" dimension with the outlet facing up?

It is 3.5 inches from the rubber suction cups to the top of the output outlet. The pump also works if you lay it on it’s side.

Q: Will this work in a small outdoor waterfall

The pump will take water up to a modest sized waterfall or a small brook. I have 2 similar pumps at my home, both work well and seem to be very long lasting.

Q: Will the plug fit down a 15/16 inch pipe? I need this for an 3 tired fountain

If I remember correctly, no. I had to make a step up splicer for the largest hose that fit their largest adapter. I don't remember their largest size, but I was only stepping up to a 5/8" hose from their largest available hose size. It was a challenge and had to think outside the box but it can be done, good luck!
